Indeed, if someone is hell bent on purchasing cigs, then they would go great lengths to get a taspo card. Still, it would be a deterrent for many, I suppose. It will create an obstacle for the average teenager to overcome so perhaps it will inhibit some from trying to buy cigarettes. The only thing is ... the machine will not "see" who is actually using the taspo card. If a minor is truly serious in trying to buy cigarettes, it wouldn't stop the teenager from "borrowing" the taspo card from an adult and using it or finding some other creative ways around it.
